Weapons qualifying orders.
As I recall we did not shoot to qualify.
We met in the Communication Center prior to our shift and filled out our scores
on the shooting forms. Since the scores were made up we all wanted to
qualify as 'experts' but some kind of lottery was established to ensure the
scores were evenly distributed. Otherwise, how could Alan Payne qualify as a
